CVPRD Strategic Plan

The Carbon Valley Parks and Recreation District’s 2026–2031 Strategic Plan is more than a document, it is a roadmap for the future of recreation, wellness, and community life across Frederick, Firestone, and Dacono.

Developed through extensive community outreach, facility assessments, and staff collaboration, the plan outlines how CVPRD will strengthen what we have today while preparing for the needs of tomorrow.

As our region continues to grow, our facilities, programs, and services must grow with it. This plan identifies clear priorities—revitalizing our aging recreation center, expanding program spaces, improving service delivery, and exploring partnerships to create new parks and facilities. It ensures that CVPRD remains proactive, fiscally responsible, and aligned with the values and expectations of our residents.

A defining focus of the plan is financial sustainability. With oil and gas revenue declining, the Strategic Plan sets goals to reduce taxpayer subsidy reliance while continuing to offer high-quality recreational opportunities. By using data-driven decision-making and maximizing current funding sources, CVPRD is committed to accomplishing as much as possible without additional tax increases.

Ultimately, the Strategic Plan gives our District a clear, community-driven direction. It guides decisions, strengthens funding opportunities, and helps us continue to enrich lives through recreation. It is an essential tool for ensuring that the Carbon Valley community has access to safe, modern, and meaningful recreation experiences—now and for generations to come.
